MEMORANDUM

Posted: March 11, 2021 11:57 AM
From: Representative Jeanne McNeill
To: All House members
Subject: Prohibiting Early Termination Fees of Leased Vehicles for Medical Reasons

Losing the ability to drive because of diagnosed medical reasons can be a very trying time for families. Often a person’s car needs to be sold or given to another family member. Unfortunately, when a vehicle is leased, paying the remaining balance owed and termination fees becomes a large expense, and many families cannot afford it.

In order to help with this situation, I will be introducing legislation that will allow individuals to terminate vehicle leases early if a medical professional has determined that they are unfit to safely drive a vehicle and this change has been reported to PennDOT as required by law. The individual will have to return the vehicle and will only be charged for damage to the vehicle. The financing companies and dealerships will be prohibited from charging early termination fees or penalties and the individual will not be responsible for the remaining balance.

Please join with me in helping Pennsylvania families by lessening the burden as family members transition after a potentially difficult medical diagnosis
