Subject: Allowing for Pre-Processing of Mail-in Ballots by County/City size
 
In order to prevent long wait times and overwhelmed election workers in future PA elections, in the near future I intent to introduce legislation allowing counties a period of time to pre-process mail-in ballots, based upon the size of their county and historical data. Specifically, there would be three categories of pre-processing:
  • 14 Days prior to election day for counties/cities of the 1st and 2/2a Classes
  • 7 Days prior to election day for counties of the 3rd class
  • 3 Days prior to election day for all other counties (classes 4 through 8)
These periods are based upon the number of mail-in ballots received in the 2020 election, and the estimated amount of time it takes for election workers to properly open each outer envelope, security envelope and run the proper security checks on each ballot. The number of days can be reduced if a county hires additional workers to process the ballots.
 
By allowing our counties to follow similar procedures used in other states who have large amounts of mail-in voting, we will ensure that Pennsylvania and the nation are no longer waiting multiple days to learn the true winners of our elections - instilling confidence in our system and preventing bad actors from using the delay to push disinformation.
