Subject: Voluntary Municipal Dissolution in Second-Class Counties
 
Municipalities statewide have experienced financial troubles for years.  The ongoing pandemic and an absence of regular revenue at the local level have only exacerbated these already difficult situations.  It is time that we provide our municipalities – and the taxpayers they serve – a practical solution.
 
Distressed municipalities in Second-Class counties should be permitted to voluntarily dissolve and transition to an unincorporated district.  While Allegheny County remains the only Second-Class county in the state, it is important to look to the future and lay the groundwork for forthcoming Second-Class categorized counties.  For these reasons, I plan to introduce legislation allowing municipal corporations to voluntarily dissolve themselves after approval by referendum.  The county and municipality must develop a transition plan and the county would oversee services after dissolution.
 
Our residents deserve to know they have elected leaders who put people first and who provide options for financial solvency.  We can work together to change the direction of struggling municipalities.  Please join me in co-sponsoring this sensible solution to an ongoing issue.
