Subject: Bipartisan Adjustments to the Election Code
As we all know, the Election Code changes resulting from Act 77 that were implemented for the June and November elections in 2020 have resulted in the need for adjustments and clarifications moving forward.
To address this need, I intend to introduce legislation that makes multiple adjustments to the Election Code in a bipartisan manner, including some changes that have been requested by the County Commissioners Association of Pennsylvania (CCAP). These changes include:
  • Return the voter registration deadline to 30 days before election day.
  • Change the absentee and mail-in ballot application deadline to three weeks before election day.
  • Eliminate the mail-in ballot secrecy envelope.
  • Require that the pre-canvassing of mail-in ballots begin on the Saturday prior to the election.
  • Require counties to install one ballot drop box per 30,000 residents.
  • Prohibit the curing of ballots once received by the county board of elections.
  • Prohibit the receipt of mail-in or absentee ballots after 8 pm on election day, except for military ballots.
I invite you to join me in this comprehensive effort to improve our voting procedures.

Introduced as HB470
