Subject: Providing Assistance for Business Interruptions due to COVID-19
 
In the near future, I will be re-introducing former HB2386, Providing Assistance for Business Interruptions due to COVID-19.

As we all know, businesses in the Commonwealth have seen tremendous hardships throughout this pandemic. I intend to re-introduce my legislation that will provide economic assistance in a manner that will mirror the process businesses undertake to file an interruption insurance claim.

Business interruption insurance is commonly underwritten into many insurance policies to assist in the event of actions out of the control of the business owner, such as a tree falling on the location. When a catastrophe like this occurs, the business is forced to stop operations.  Business owners may file a claim with their insurance provider to recoup lost income or for costs associated with relocating the business.
When our businesses were shut down in the spring of 2020 due to the COVID-19 pandemic, it was brought to my attention that this line of insurance does not cover such governmental proclamations or pandemic outbreaks. Through no fault of their own or that of their insurance company, business owners were left without any recourse and since, have been suffering the economic consequences.

To help with the economic losses for businesses, my legislation will create a grant program in which businesses owners can apply for a grant through DCED to provide assistance now and after the pandemic ends.  Under the legislation, a business would be eligible if they submitted an insurance claim under their interruption insurance and it was denied or demonstrate they were adversely impacted by the pandemic.
In these truly unprecedented times, I believe this is will provide the necessary means to alleviate the impact of recent events without putting additional burdens on our business owners.
