MEMORANDUM

Posted: January 13, 2021 09:27 AM
From: Representative Aaron D. Kaufer
To: All House members
Subject: Restricting the acceptance of gifts by Commonwealth public officials and public employees

The public holds a negative perception of the role that lobbyists play in the decision-making process of the Commonwealth’s policymakers. This perception erodes the public’s confidence in our government, even when no actual impropriety occurs.

Addressing that negative perception will be one of the legislature’s most challenging tasks. As part of that effort, I am asking you to join me as a co-sponsor of this legislation.

The current Public Official and Employee Ethics Act focuses on a system of annual disclosure of gifts, transportation, lodging, and hospitality by public officials and public employees. My legislation would preserve the overall disclosure requirements in current law while implementing targeted prohibitions on the acceptance of certain gifts, transportation, lodging, and hospitality by the Commonwealth’s public officials and public employees.

I look forward to working with you on this important legislation.

Introduced as HB1009
