Subject: Parole Reform - Repeat Violent Offenders
The tragic shooting death of a police officer in my district by an individual on parole points out the need to rethink parole guidelines. For too long, parole has been treated like an entitlement and not the privilege that it actually is. 

Currently, a repeat offender of a crime of violence is eligible for parole at half their maximum sentence. Many are paroled on day one of their eligibility, with unintended criminal results.

If an offender is a repeat violent offender, it makes sense he should stay in jail for almost all of his sentence.

My proposal provides that those serving sentences for second and subsequent offenses must serve eighty-five percent (85%) of their maximum sentence prior to being eligible for parole.

In the wake of the shooting death of the officer in my district, this legislation ensures that individuals like the shooter serve an appropriate length for their repeat violent crimes.
