MEMORANDUM

Posted: December 18, 2020 10:27 AM
From: Representative Jesse Topper
To: All House members
Subject: Interstate Medical Licensure Compact (IMLC)

In 2016, legislation that I prime sponsored was signed into law as Act 112 of 2016 to permit Pennsylvania to join the Interstate Medical Licensure Compact (IMLC).  The IMLC provides a streamlined process that allows physicians to become licensed in multiple states, thereby enhancing the portability of a medical license and ensuring the safety of patients.  Unfortunately, due to concerns raised by the Federal Bureau of Investigation (FBI) in regard to information sharing for purposes of criminal background checks, Pennsylvania has never been able to fully participate in the IMLC.

Therefore, in the near future, I am reintroducing legislation amending Act 112 to address the concerns that have been raised so that Pennsylvania can fully join the IMLC.  Participating in this Compact will increase medical access to Pennsylvanians in underserved areas and connect individuals with serious illnesses to specialists in the field.  To date, the IMLC has 25 states that are fully participating.

This legislation passed the House last session by a vote of 202-0. Thank you in advance for your support and consideration.
