Subject: Taxpayer Relief Act Update
 
In the near future, I plan to introduce legislation which would update Act 1 by repealing the Local Tax Study Commission. Additionally, the bill would repeal the referendum requirement in Act 1. Currently, Act 1 requires any school district which attempts to levy or increase the Personal Income Tax (PIT) or earned income tax (EIT) rate above the established cap must have the tax increase adopted by voter referendum.

My legislation would remove the requirement for districts to have an EIT increase approved by voter referendum. The reason for repealing the voter referendum is due to the fact the revenue from this tax is directed to fund homestead and farmstead exemptions within the school district. By removing the referendum requirement, the legislature can empower school districts to provide homeowners with greater property tax relief.
