MEMORANDUM

Posted: October 13, 2020 01:23 PM
From: Representative Maureen E. Madden
To: All House members
Subject: Protecting Workers in Institutions of Higher Education

Workers and their families across Pennsylvania and throughout job sectors are pushing forward to provide some form of normalcy despite COVID-19. While we continue to prioritize the safety of our students and most vulnerable individuals, we cannot forget those who have stepped up to the plate to go above and beyond the call of duty while assuming risk.

Custodial staff and administrative employees working within our institutions of higher education do not only deserve reliable protocols for their health and safety, but also specific protocols that ensures job protection throughout the uncertainty of this pandemic.

For the 2020-2021 school year, I will be introducing legislation that will:

  • provide furlough protection for employees working in institutions of higher education;
  • require institutions providing in-person instruction to adopt specific cleaning and sanitization protocols, ensuring custodial staff are well-equipped with Personal Protective Equipment (PPE); and
  • give paid leave for any employee who is forced to quarantine due to COVID-19.

We cannot expect our students to receive a high quality, post-secondary education during a pandemic without equipping our staff with the necessary tools to deliver such an education. Please join me in maintaining the safety and stability of these important people who are working to ensure students and young adults are prepared to rebuild the economy when this is over.
