Subject: Transparent University Refund Policies
 
When colleges and universities closed in-person operations with minimal warning due to the spread of the COVID-19 pandemic, many students were left without clear policies for whether any of the money they spent on room, board, or facilities fees would be refunded. As the fall semester draws closer, students are faced with important financial decisions regarding the affordability of tuition, housing, and other college expenses.

To help provide clarity during these uncertain times, I am introducing legislation which would require that public universities develop a uniform policy for any refund of tuition, room and board, and fee payments during a closure of on-campus operations. Right now, many students are expected to pay fees for gym usage, parking, lab courses, and more, in addition to room and board for on-campus housing, without being informed what will happen with those payments if schools have to close midway through the fall semester for health and safety reasons.

In the event that future school closures are necessary, students deserve to know if and how any of their tuition and fees will be refunded—particularly during times of financial insecurity like this. Please help provide this clarity and transparency to students by co-sponsoring this legislation.
