Subject: Committee Chair Elections
 
I plan to introduce legislation amending Rule 43 which would modify the manner in which committee leadership positions are chosen.

Instead of the Speaker of the House and the Minority Leader appointing individuals to these positions, the majority and minority members of the committees themselves will elect their respective committee chairs.  The rules for these elections would be established by the Committee on Committees. Only members elected to the House of Representatives at least twice would be eligible to be a committee chair or minority chair.

The committee chair and minority chair elected would each then appoint their respective vice-chair, secretary, and chairs for any subcommittees.
