MEMORANDUM

Posted: June 26, 2020 10:07 AM
From: Representative MaryLouise Isaacson
To: All House members
Subject: Co-Sponsorship-Rep. Mary Isaacson: Disclosure of Construction Defects in Residential Houses

Buying a home is one of the greatest financial investments a family will make during their lifetime. When a house is built, there is an expectation that it was built to the highest standards to protect the family that will live there. Unfortunately, this is not always the case. Sometimes defective materials or improper installation occurs. Sadly, many times this is found years later, costing families thousands of dollars.

In order to help homeowners, I will be introducing legislation which will require a contractor to disclose possible defects or faulty installation once the contractor is made aware of the problem.  For instance, if a manufacturer discloses that a building material is defective, the contractor would be required to provide these notices within 30 days of discovering the issue and will have to do so for fifteen years after construction. Just as a car manufacturer notifies a car owner of a recall, we should provide homeowners with that same assurance.

I ask that you support this legislation and join me in working to ensure all Pennsylvania homeowners have an additional layer of security and knowledge.  This way we can help families avoid repairs that could cost tens of thousands of dollars, simply because they were not told about defective construction in their home.
