Subject:	Annual Enrollment Period for Recipients to Choose Medicaid Plan

As the Commonwealth begins to prepare a budget for next fiscal year it is important for the legislature to look for ways to address the $5 billion deficit estimated by the Governor because of COVID-19. In order to reduce costs and ensure Medicaid funds go to those in need, I plan to introduce legislation which creates an annual enrollment period for recipients to choose their Medicaid plan. Under current law Medicaid recipients can change plans at any point which causes the Commonwealth to payout millions to Managed Care Organizations for duplicative or redundant medical claims. This legislation would prevent duplicative claims by requiring participants to stay on their plan for one year unless they have a major life event which would necessitate the change of plans. These reasons were modeled after the ACA allow Medicaid enrollees flexibility when needed while limiting the number of duplicative claims the Commonwealth pays. Please join me and co-sponsor this legislation to reduce duplicative claims which prevent money appropriated by the Commonwealth from helping our most vulnerable Pennsylvanians.
