MEMORANDUM

Posted: May 19, 2020 10:10 AM
From: Representative Anthony M. DeLuca
To: All House members
Subject: Affordable Care Act Omnibus Bill

Pennsylvanians need the crucial health insurance protections of the Affordable Care Act (ACA) now more than ever. Unfortunately, even though we are in the middle of a pandemic, a federal lawsuit that seeks to declare the ACA unconstitutional continues to proceed.

The ACA allows Pennsylvanians to enroll in quality health insurance that provides for ten essential health benefits, and prohibits health insurers from placing arbitrary dollar limits on those benefits. In addition, the ACA protects Pennsylvanians by allowing young adults to stay on a parent’s policy until age 26, and by prohibiting health insurers from discriminating against individuals with a pre-existing condition.

We need to incorporate all of these protections into state law – and I’m introducing a bill that would do just that. If we do not place these protections into state law, and the federal lawsuit is successful, Pennsylvanians may see these important protections disappear overnight – and for all we know, the COVID-19 pandemic may still be raging when this happens.

Please join me in supporting this crucial consumer protection legislation. Thank you.

Introduced as HB2558
