|Subject:||COVID-19 Parking Fee Refund/Credit|
|Many employees throughout the Commonwealth have been required to work remotely from home during the COVID-19 state of emergency. Through no fault of their own, a significant number of them have been unable to utilize the parking for which they pay monthly fees. It is fundamentally unfair that these workers be forced to pay for a service they are unable to utilize due to government orders.
Accordingly, I am introducing a bill that requires parking authorities to refund the money or provide a credit to a person who has been unable to use their parking passes due to the Governor’s stay-at-home order or an employer’s requirement that the employee work from home pursuant to that order.
My proposal applies to parking lots, parking garages, and any other type of parking facility for which monthly fees are available and paid. The economic downturn resulting from the COVID-19 pandemic has put a financial strain on citizens of the Commonwealth, and I would ask that you join me in support of this measure which aims to provide a modest level of relief by ensuring an ethical and appropriate reconciliation of fees paid under the COVID-19 disaster declaration.
