Subject: Remote Notarization
 
In the immediate future, I plan to introduce legislation to address an important operational hurdle faced by notaries during this public health emergency.

Notaries act as the universal unbiased third party to ensure that legal documents are prepared and signed correctly. This essential professional prevents fraud and facilitates the proper execution of the activities in question. However, under current law, notaries can only conduct their operations through in-person contact and because of the current COVID-19 pandemic issued orders by the Governor, this important industry has been unable to perform its important functions.

My legislation will simply authorize notaries to conduct notarial acts remotely for the duration of the COVID-19 public health emergency order. I believe it is important to ensure essential professions, such as notaries have both the flexibility and capability to work in any situation.

It is crucial that we update our laws to ensure our Commonwealth and its citizens can function and that we are better prepared for any emergency, such as the one we are currently experiencing.
