MEMORANDUM

Posted: April 1, 2020 11:24 AM
From: Representative Joe Ciresi and Rep. Liz Hanbidge
To: All House members
Subject: Extending Deadlines for Paying Property Taxes Due to COVID-19

The Pennsylvania General Assembly recently voted to pass House Bill 1232, which included amendments to extend the deadline for filing local taxes. However, these provisions did not include extending deadlines for paying local property taxes. Moreover, according to the Pennsylvania Tax Collectors’ Association, tax collectors are currently unable to fulfill their statutory obligation to have office hours for the last 2 weeks of the discount period due to the Coronavirus (COVID-19) pandemic.

To provide for our taxpayers and protect our citizens during this public health emergency, we are introducing legislation to waive the requirement that tax collectors must hold office hours during the last two weeks of the discount period, and to require counties, municipalities, and school districts to give their taxpayers an additional 60 days to pay their property taxes. This is to ensure that our taxpayers are given additional leeway to pay their property taxes before penalties are imposed.

Please join us in co-sponsoring legislation to aid our fellow Pennsylvanians during this stressful time.

Introduced as HB2522
