MEMORANDUM

Posted: March 19, 2020 11:38 AM
From: Representative Morgan Cephas
To: All House members
Subject: PHEAA and PHFA Loan Interest Suspension due to COVID-19

MEMORANDUM

In the span of three months, COVID-19 has infected more than 130,000 people worldwide. In Pennsylvania alone, there are 96 confirmed cases – and that number will most likely continue to grow in the coming weeks. Not only does this virus heavily impact our day-to-day lives, it also affects our futures. Hardworking Pennsylvanians and their families are finding themselves out of a job or with reduced hours. With limited access to income, they are unable to pay their rent, bills, loans, and many other expenses accrued over time.

In the coming days, I will be introducing a bill package that will accomplish two important and needed means of assistance:

  • The first bill would waive interest on student loans through the Pennsylvania Higher Education Assistance Agency (PHEAA) until further notice; and

  • The second bill would waive interest for loans issued by the Pennsylvania Housing Finance Agency (PHFA) until further notice.

The goal of this legislation is to protect our workers and homeowners during this trying time. Please join me in co-sponsoring legislation to provide relief for our struggling Pennsylvanians.

Document #1
