MEMORANDUM

Posted: March 2, 2020 10:48 AM
From: Representative Maria P. Donatucci
To: All House members
Subject: Ensuring Community Safety and Recovery

Since the start of the opioid crisis, Pennsylvania has been respected as one of the front runners in leading the way to comprehensive substance use recovery for those desperately seeking the treatment they need to reclaim their families, health, and their lives. Safe injection sites, though controversial for some, could be the answer to many of those who have exhausted all other options.

However, we must acknowledge the precarious position in which safe injection sites place communities and, in this case, those who call Philadelphia home. The opioid and drug crisis has decimated neighborhoods, and as we move to implement new strategies to combat such, we must ensure we take the necessary precautions as we move forward in order to reduce further devastation and pain. This bill would put a hold on any safe injection site opening until we can formulate solutions as a community as to how we will best serve those who will benefit from these facilities, while also safeguarding our families, schools and children.

Please join me in supporting this sensible legislation so that we may continue to build on the progress we have seen since the start of this fight while making public safety our priority.

Introduced as HB2364
