Subject: Solving the Conflict Between PA State Procurement Laws and the Federal E-Rate Bidding Requirements
 
In order to help Pennsylvania public schools (school districts) and public school entities (IUs, charters and AVTS) save money, I will be introducing legislation to exempt them from the state procurement laws/requirements if the public school or public school entity is using the strict E-rate procurement rules for eligible technology equipment purchases.

The Federal E-rate bidding website is the largest source of bidding opportunities for equipment vendors. These vendors no longer search the local newspapers for technology bidding opportunities – in the 21st century, it’s all done via the E-rate competitive bidding website.

My legislation creates the following benefits for our public schools:
  • Encourages schools to utilize the federal E-rate funding initiative by simplifying the procurement requirements.
  • Saves money by not advertising in local newspapers.
  • Places PA schools on the same procurement playing field as all other public schools in the country.
  • Increases competition by utilizing an online bidding website in lieu of newspaper advertisements.
