Subject: | Solving the Conflict Between PA State Procurement Laws and the Federal E-Rate Bidding Requirements |
In order to help Pennsylvania public schools (school districts) and public school entities (IUs, charters and AVTS) save money, I will be introducing legislation to exempt them from the state procurement laws/requirements if the public school or public school entity is using the strict E-rate procurement rules for eligible technology equipment purchases. The Federal E-rate bidding website is the largest source of bidding opportunities for equipment vendors. These vendors no longer search the local newspapers for technology bidding opportunities – in the 21st century, it’s all done via the E-rate competitive bidding website. My legislation creates the following benefits for our public schools:
