Subject: Moderate Fee Increase Relating to Constable Services
 
I intend to introduce a bill that will modestly increase fees relating to constable services in order to provide necessary resources for the professional training and certification of these judicial officers.

Under Act 49 of 2009, the Pennsylvania Commission on Crime and Delinquency was required to operate the Constable Education and Training Board. The responsibility of that board is to train and certify constables and deputy constables through the Constable Education Training Program.

The revenue collected over the past 11 years to fund these training and certification courses has diminished, however, to a point where there is a risk that constables and deputy constables will have available to them the kind of high-quality instruction that they need.

My bill will increase fees for the first time in two decades to increase the availability and quality of training available.
