Subject: | A Concurrent Resolution to rescind a previous application to the U. S. Congress to call a Constitutional Convention to propose an amendment to guarantee the right to life to the unborn fetus |
In the near future, I plan to introduce a concurrent resolution to rescind a previous request to the U.S. Congress to propose an amendment to the U.S. Constitution to guarantee the right to life to the unborn fetus. The intent of this concurrent resolution to rescind the previous request made by the PA General Assembly is NOT due to a change in feeling about guaranteeing the right to life of the unborn fetus, but rather a reflection of my strong concerns about the calling of a Constitutional Convention under Article V of the U.S. Constitution. A Constitutional Convention under Article V of the U.S. Constitution is an untested and unprecedented process with little parameters and no structure. Addressing a topic as important as the precious lives of the unborn is not something to be left to an untested, and unprecedented, process such as a Constitutional Convention. The previous application to call a Convention of States was introduced and adopted in the PA House of Representatives and Senate in 1978. Please join me in cosponsoring this resolution. |
