Subject: | Repeal of the Tax on Writs |
Please join me as a co-sponsor of legislation to repeal the taxes levied under Act 157 of 1830, which are generally known as the “Tax on Writs.” These taxes are outdated and generate a very small amount of revenue for the Commonwealth. The act levies a series of taxes on the filing of certain documents with the Prothonotary or Recorder of Deeds, including a 50-cent tax on the filing of certain types of writs and deeds, a 25-cent tax on the receipt of transcript or appeal, and a $10 tax on individuals who receive commissions for certain local offices. These taxes are collected by Prothonotaries and Recorders of Deeds and deposited in the Commonwealth’s General Fund. This legislation would only repeal the taxes that are deposited in the General Fund; it would not impact any surcharges or fees levied under other statutes that direct funding for specific programs. Obsolete language relating to taxes that were formerly collected by the Commonwealth’s appellate courts would be repealed. I look forward to working with you on this important legislation. |
