MEMORANDUM

Posted: November 22, 2019 09:43 AM
From: Representative Tina M. Davis
To: All House members
Subject: Amending PTRR Eligibility Requirements to Allow Payment Schedules as Proof of Claim

Today in Pennsylvania, if you are struggling yet making an honest effort to pay your property taxes, you cannot apply for or receive any relief from the Property Tax Rent Rebate program.

Over the past several years, I have had many seniors come to my office in great need of property tax relief, but who are ineligible to apply for the PTTR program because they were not current on their property tax bill. This legislation would allow taxpayers who are making a good-faith effort to pay their property taxes to be eligible for PTRR. This simple change to the law would help remedy the sad irony that those most in need of relief are being denied it; it would ultimately allow many of those delinquent taxpayers the opportunity to become current on the very bill we are attempting to help them offset.

We all recognize the heavy burden that property taxes can have on Pennsylvania’s citizens. It is our duty to find ways to ease the burden on the most vulnerable citizens of our Commonwealth who – who despite their best efforts – may still be unable to receive PTRR because they are still paying off a previous tax bill.

Therefore, I hope that you will join me in co-sponsoring this important property tax relief effort and help alleviate the burden for Pennsylvanians.
