MEMORANDUM

Posted: November 20, 2019 09:02 AM
From: Representative Tina M. Davis
To: All House members
Subject: Increasing Transparency in Municipal Infrastructure Transactions

Government accountability is dependent upon citizens knowing what their elected officials are doing, and this is nowhere more applicable than at the local level. Unfortunately, there are municipalities in our state that sell and purchase infrastructure with little or no public input. That is why I am introducing legislation to remedy this situation.

My legislation amends Title 53 by requiring municipalities to notify ratepayers, hold public hearings, and allow for public comment prior to the sale or acquisition of water and sewer infrastructure. This legislation mirrors language from House Bill 791 of the 2017-18 Legislative Session, which I had previously sponsored.

It is vital that our local governments – the form of government closest to the people – adhere to and respect the will of the people, which is why I now ask that you join me in supporting this legislation.
