PennDOT recently announced, consistent with their practice of designating gender identity instead of sex on Pennsylvania driver’s license/identification cards, that they will also begin allowing individuals to designate non-binary gender identities, such as gender-fluid, agender, demigender, etc., with an “X”. The addition of gender identity designations in place of sex designations is a significant policy change that warrants legislative approval. For this reason, I will be introducing legislation to require PennDOT, where sex is referenced, to revert back to designating only male or female. Should any new policies related to gender or sex designation or gender identity designation be considered in the future, the change should only occur after the passage of legislation by the General Assembly.
