Subject: Municipal Engineers Package
 
Pennsylvania law currently restricts most municipalities to the appointment of only one township, borough, or city engineer to perform duties under the direction of municipal government officials. In some of these municipalities, this restriction has created a backlog of land development applications, which has significantly delayed the review and approval process, and has even given rise to occurrences of excessively competitive pricing within these locales.

In the interest of making the land development application process more efficient and less financially prohibitive, we are introducing a package of bills which will require townships of the first and second class, boroughs, and third class cities to appoint at least two engineers through a competitive bid process. Granting this flexibility to municipalities will help ease any backlog that has accumulated and stifled developmental progress. If a municipality is unable to appoint the required number of engineers, they may receive a waiver from the Department of Labor and Industry so long as the municipality completes a certification form disclosing its solicitation methods and number of qualified bids received.

I ask you to please join us in supporting this legislative package to ensure that townships, boroughs, and third class cities throughout Pennsylvania have all the tools necessary to thrive and prosper.
