MEMORANDUM

Posted: June 12, 2019 09:27 AM
From: Representative Kurt A. Masser
To: All House members
Subject: Restore PA without killing jobs, but adding jobs legislation

Recently, Governor Wolf introduced Restore PA with the purpose of funding Pennsylvania’s infrastructure. In order to fund this, a tax on Pennsylvanian natural gas extracts was introduced. While well-intentioned, this tax will hurt the economy and workers of the Commonwealth.

Instead of taxing Pennsylvanian jobs and industry, I propose we generate funding for Restore PA via video gaming terminals (VGT). VGTs are both a practical and effective means of acquiring funding to enact the goals of Restore PA. In 2016 alone, VGTs generated over $1 billion in total revenue for the state of Illinois, without the help of Chicago. VGTs are present all throughout the Commonwealth and would produce enough money to fund Restore PA without the help of an invasive and hurtful tax.

With the funding from VGTs, the goals of high-speed internet access, storm preparedness and disaster recovery, downstream manufacturing, business development and energy infrastructure, demolition, revitalization and renewal, and transportation capital improvements will be easily achieved without harming Pennsylvania businesses and its workers.

I hope that you will cosponsor this legislation with me.
