Subject: Immunity from Claims of Adverse Possession
 
Every resident of Pennsylvania has the right to live in a safe, clean environment, free of the dangers posed by vacant and abandoned property. Yet, blighted areas remain a problem in Pennsylvania, especially in urban areas. Our citizens deserve better.

Under current law, when a blighted property is acquired by a political subdivision, municipal or local authority or land bank, the property must be held for a length of time, making it susceptible to claims of adverse possession. This delays transfer of the land, allowing vacant, abandoned and tax-delinquent properties to remain undeveloped and under-purposed. Therefore, I am introducing legislation to accelerate the transfer of these properties.
As responsible public servants, we must commit every effort to ensuring all Pennsylvanians have clean, safe communities in which to live. I hope that you will join me in looking out for the safety of our people.
