Subject: Impeding traffic in the left lane
 
In the near future, I plan to introduce legislation making it an offense to impede the flow of traffic in the left lane of a limited access highway.
My legislation would amend Section 3313 of the Vehicle Code, adding the following to the subsection regarding driving in the right lane: A driver may not continuously drive in the left lane of a limited access highway so as to impede the flow of other traffic.
The fine would be $25 plus costs and applicable surcharges. No points would be assessed.
