Subject: Budget Procedure Reform
 
As part of each year’s budget-making process, the General Assembly considers a general appropriation bill, which contains appropriations to nearly every state agency across all three branches of the government. Because the bill is an omnibus spending bill, a legislator who has concerns over one agency’s budget cannot vote against that agency’s budget without voting against the entire spending package.

In light of this problem, I am asking you to join me as a cosponsor of legislation that would break up the omnibus budgeting bill into more manageable component parts. Under this proposal, each agency’s budget would be presented in a separate bill and would be subject to a separate vote. In order to provide an upper limit on the amount of each agency’s budget, a concurrent resolution will have to be passed setting the overall spending limit for each agency. The sum of these amounts will be the total that can be appropriated for that fiscal year.

By breaking the budget up into more manageable pieces—and therefore giving each agency’s budget a separate vote—we can deliver better oversight and more value for taxpayers.
