Subject: Return on Investment Study for Afterschool Programs
 
After-school programs offer students opportunities to enhance their academic learning in a variety of positive social, recreational and academic activities. However, access to these programs is not universally available and many young people are forced to go without. Dedicated funding from the Commonwealth could help provide after-school programs to all students but to do so would require a known return-on-investment (ROI) for such an expenditure. This resolution asks the Joint State Government Commission to conduct a study to provide an exact ROI for after-school investments in the Commonwealth of Pennsylvania. We need to invest in the young people of Pennsylvania and to do that we need to have a study that supports that investment with objective numbers.

My resolution is the result of a collaborative effort with the Pennsylvania Afterschool Youth Development Network, teachers, students and the Boys and Girls Club. It establishes an advisory committee via the Joint State Government Commission to study the ROI for after-school programs as they relate to the improvement of social, emotional, academic and career readiness; the reduction of negative behaviors; providing working families with a safe after-school environment; and a number of other positive outcomes associated with after-school programs.

Young people need to be supported and after-school programs have the power to change lives. We need to take steps toward the future and with the insights from this study we will be able to do so. I hope you will all join me in co-sponsoring this resolution.
