Subject: Resolution Directing the Legislative Budget & Finance Committee to Conduct a Study on the Pennsylvania Council on the Arts’ Funding Formula
 
Every community throughout Pennsylvania has at least one local playhouse or workshop designed to cultivate artistic talents for all ages. Moreover, we know that the Commonwealth’s arts organizations have a significant economic impact on local communities while generating sometimes significant tourism revenue. Under the current funding formula, the PA’s Council on the Arts’ members recognize organizations that are disproportionately staffed and governed by multi-cultural communities significantly underfunded in allocated funds.

I am proposing the Legislative Budget and Finance Committee conduct a study of the Commonwealth of PA’s Council on the Arts’ current funding formula. This will uncover what organizations benefit and how newer, arts organizations with small budgets can improve the funding equality. The study hopefully can propose changes to the funding formula to create a more even playing field.
