|Subject:||Establishing - Keystone State Challenge Academy Special Fund|
|Act 51 of 2018 establishes the framework for the National Guard Youth Challenge Program in the Commonwealth of Pennsylvania. This is a community-based program that leads, trains, and mentors 16 to 18-year-old high school dropouts so that they may become productive citizens in America. It has been recognized as one of the nation’s most effective and cost-efficient programs for targeting youth who are at the greatest risk for substance abuse, teen pregnancy, delinquency, and criminal activity.
The program operates under the Pennsylvania Department of Military and Veterans Affairs and is known as the Keystone State Challenge Academy. Operation of the program is contingent on funds being appropriated for such purposes. When funding is available it would be considered matching funds to the National Guard Youth Challenge Program.
I am introducing legislation to strengthen the program by establishing the Keystone State Challenge Academy Special Fund as a special nonlapsing fund in the State Treasury. Please join me in supporting this worthwhile initiative which is unmatched in its effectiveness in helping youth prepare for a brighter future.
