Subject: Multiple Township Engineers in Second Class Townships
 
Pennsylvania law currently restricts Second Class Townships to the appointment of only one township engineer to perform duties under the direction of a board of supervisors. In some of these townships, this restriction has created a backlog of land development applications, which has significantly delayed the review and approval process, and has even given rise to occurrences of price gouging within these locales.

In the interest of making the land development application process more efficient and less financially prohibitive, I am proposing a change to the Second Class Township Code which will authorize a township board of supervisors to appoint up to three township engineers. Granting this flexibility to townships will help to ease any backlog that has accumulated and stifled developmental progress.
