House of Representatives
Session of 2019 - 2020 Regular Session

MEMORANDUM

To: All House members
Subject: Resolution 17 - Rules Reform: Committees would have the same proportional representation as the House

Every session, the majority party in the House makes an arbitrary determination of the number of majority Members and minority Members that serve on a Committee. Last session it was 16-11 with 12 votes needed to pass. This session the majority is talking 15-10 with 11 to report a bill.

We need to change the House Rules to fix this. Under my plan, the Committees would have the same proportional representation as the House. This is a commonsense change and would better reflect the actual will of the people.

My resolution is one in a package of resolutions promoted by Fair Districts PA, a nonpartisan group dedicated to practices that represent the will of the people and not just a select few special interests. Please sign on and show your support.
