Subject: | Establishing a Cemetery Relief Board and Fund |
Cemeteries make financial investments and use the earnings to fund their on-going operating expenses. Unfortunately, in the recent difficult economic times, many cemetery investments have not earned the revenue needed to keep pace with operating costs. This has led many cemeteries to become financially insolvent, and unable to pay their bills. This legislation will establish a Board of Cemetery Relief Directors and Fund. The unpaid five member Cemetery Relief Board will be tasked with approving and distributing funds to cemeteries that have become financially unable to maintain their grounds. The revenue will come from a modest $2 surcharge on all fee-paid birth and death certificates. It is important to note that the surcharge will not be applied to fee exempt certificates. I know this issue may not be one that we think about often but I believe it is important to make sure our cemeteries, no matter how old they are, are cared for in perpetuity.
