MEMORANDUM

Posted: January 15, 2019 10:15 AM
From: Representative Doyle Heffley
To: All House members
Subject: Mobile Food Truck Licensing

In the near future, I will be introducing legislation that will amend the Retail Food Facility Safety chapter of the Agriculture Code by defining 'mobile retail food facilities' and consolidating the mobile food vendor fees.

Currently, food trucks and vendors that attend fairs and other events in Pennsylvania are subject to the licensing fees of each jurisdiction in which they operate. This legislation would establish the concept of an 'operating base location'. Mobile units would be required to pay food licensing fees based on the operating base location instead of fees in multiple jurisdictions. While conducting business in jurisdictions other than their base location, mobile units can still be inspected by that jurisdiction, but they are not responsible for inspection fees.

This language was previously introduced as HB 2518 of 2018. Please join me in cosponsoring this legislation.

Introduced as HB671
