Subject: | Solicitation Law Public Education Campaign |
Many of Pennsylvania’s highways and roadways, specifically in Philadelphia, are congested and heavily traveled. The presence of individuals along these routes for the purpose of solicitation or other activities creates an unsafe environment for them and for motorists, creates traffic jams, adds to congestion and increases the risk of an accident. In fact, 1,591 pedestrians were injured and another 37 lost their lives in traffic accidents in Philadelphia in 2017.
It’s human nature to want to help someone in need or to contribute to a good cause, but most people don’t know that soliciting contributions or funds from motorists is illegal with few exceptions. To increase public awareness and address safety hazards associated with permitted solicitation and to hopefully decrease the number of pedestrian related accidents in Philadelphia, it is imperative that the City of Philadelphia launch a public education campaign on state and local solicitation laws.
