Subject: Reducing the Residency Requirement for the Veterans’ Educational Gratuity Program

It should come as no surprise to anyone that the increasing cost of a college education is wreaking havoc on the financial stability of Pennsylvania’s graduates, leaving them overburdened with seemingly endless amounts of debt. What may come as a surprise to some of you is that veterans now represent a growing portion of these debt-saddled graduates. As the costs associated with receiving a college education rise year after year, we must do all we can to ensure programs designed specifically to provide the financial resources necessary for veterans and their families to attend college debt-free are readily available and free from unnecessary hurdles.

To that end, in the near future I will be introducing legislation that reduces the residency requirement for veterans and their families applying for the state Educational Gratuity Program from five years, to one year. This change to the eligibility requirements of the program will ensure it is able to fulfill its purpose to the greatest number of the Commonwealth’s veterans.

I ask that you please join me in co-sponsoring this timely and important legislation.
