Subject: Workforce Development Program Inventory and Clearinghouse
 
In the near future, as part of the bipartisan Career and Technical Education (CTE) legislative package, I plan to introduce legislation to improve the delivery CTE in the Commonwealth. This package of legislation is a result of the recommendations of the Select Subcommittee on Technical Education and Career Readiness (Select Committee) established pursuant to HR 102 of 2015.

The Select Committee discovered during its hearing process that in many areas around the Commonwealth the various CTE stakeholders are engaging in meaningful partnerships to encourage a continuum of career and workforce development opportunities for our students. It was noted that our efforts shouldn’t be focused on reinventing the wheel by creating “new programs”, but rather we should focus on encouraging the expansion of quality programs into other parts of the state and even statewide.

However, before we can accomplish this goal we must gather a complete accounting of existing CTE programs and use those programs as a model to build and foster local cooperation across the spectrum of stakeholders to improve career opportunities for students in their local communities.

Under this legislation, the Department of Education (PDE) and the Department of Labor & Industry (L&I) would conduct a complete inventory of existing workforce development programs at both the secondary and postsecondary levels with particular emphasis on opportunities for business-education partnerships with the goal being to share those best practices learned with the various entities to help improve the delivery of career focused opportunities.
