Subject: Regulate Small Personal Care Homes
 
Dear Colleagues:

In the near future I will introduce legislation designed to protect the health, safety and well-being of small personal care home residents in homes with one to three residents.

Personal care homes are designed to provide safe, humane, comfortable and supportive residential settings for adults in exchange for payment where food, shelter and personal assistance or supervision are provided for a period exceeding 24 hours.

Currently only homes for four or more adults are regulated by the state. There are unregulated smaller homes with three or fewer persons being poorly run, which results in negligence to those paying to stay there. My bill is designed to protect these vulnerable people.

The bill would create the entity of small personal care homes to include those with one to three residents. It will extend two provisions of current regulations to small personal care homes: the Department of Human Services will inspect such facilities at least once annually unannounced, and those responsible for the small personal care home will be required to submit to a criminal background check. All small personal care homes will be registered.

These are commonsense steps to ensure the safety of those residing in small personal care homes. Please join me in support of this important legislation.
