Subject: Charter Day in Pennsylvania – March 11, 2018
 
In the near future, I will be introducing a resolution, which recognizes March 11, 2018, as "Charter Day" in Pennsylvania.
 
The resolution commemorates the charter that King Charles II of England granted William Penn on March 4, 1681, to repay him for the debt owed to Penn’s father, Admiral Sir William Penn. It also observes how William Penn wrote a Frame of Government establishing democratic precepts that continue to shape what the Commonwealth and nation follow today. The Frame included provisions that limited capital punishment, guaranteed freedom of worship, established guidelines dealing with unconstitutional laws, the impeachment of the governor, and others.

The likeness of King Charles II can still be seen on the first page of a four-page 323-year old parchment charter, hand printed on animal skin in 1681 (and on display at the State Museum in Harrisburg). The charter defined the land that is now Pennsylvania and deeded to William Penn.

The resolution urges state residents, schools and other educational institutions and patriotic, religious, historical and veterans groups to participate with any and all Charter activities held within the Commonwealth.

It also recognizes the volunteers and other residents who keep history alive through the Pennsylvania Historical and Museum Commission, the Pennsylvania State Archives, the State Historical Records Advisory Board, the 23 other state historic sites and museums, and through the numerous other historical organizations within the Commonwealth.

Please co-sponsor this resolution to recognize March 11, 2018, as Charter Day in Pennsylvania.
