MEMORANDUM

Posted: September 26, 2017 12:59 PM
From: Representative Jesse Topper
To: All House members
Subject: Military Medic Pilot Program

In the near future, I will be introducing an important piece of legislation that assists trained military medical personnel with transitioning into medical roles in the civilian world.

My proposal is known as the Military Medic Pilot Program, which is an initiative of the United States Department of Defense. This program will maximize opportunities for medical personnel that served in our Armed Forces.

The pilot program will provide transitioning service members with military medical experience an opportunity to put their medical skills to the test in the civilian world. Our medically trained military service personnel will be given certain delegated duties that will constitute the practice of medicine and will be performed under the supervision of a licensed physician or podiatrist.

The supervising physician or podiatrist must hold an active, unrestricted license issued by the Commonwealth. The responsibility for full patient care will remain under the supervising physician or podiatrist. This program will give military medical personnel the opportunity to put their skills to use while simultaneously furthering their education and professional training.

Similar programs are being enacted in other states, including the Commonwealth of Virginia. For example, Bon Secours, a health system in Virginia, has already begun hiring veterans in medical technician capacities. In addition, there are different academic programs specifically designed to be accelerated programs for military medical personnel.

My proposed pilot program will not grant licensure or certification; however, it will open the door to potential employment and educational opportunities across the Commonwealth. The program will provide our military medical personnel with a smoother transition into the civilian medical work force, which will allow them to further their skills in a hands on manner and perhaps obtain licensure or certification while learning from a licensed physician or podiatrist.

Please consider sponsoring this important piece of legislation.
