Subject:	Resolution Amending House Rule 45 (Powers and Duties of Standing Committees and Subcommittees)

In the near future, I will be introducing a resolution that amends House Rule 45 to provide further powers and duties of standing committees. My resolution will amend Rule 45 to require the following: After the Governor’s Executive Budget is presented upon the House of Representatives, each standing committee would have sixty days to review specific programmatic, financial and policy aspects of the state agencies where the subject matter is within the jurisdiction of that committee. After the sixty day review period, each committee will present the House of Representatives with spending recommendations for the respective state agency for the upcoming fiscal year. This change to the House rules will give committees the opportunity to include more of their input into the budgeting process.
