Subject: | Multiple-Ownership of Slot Machine Licenses |
In the near future, I will introduce legislation that will amend Title 4 (Amusements) to eliminate a limitation on multiple-ownership of slot machine licenses. Currently, Title 4 prohibits a slot machine licensee (a casino) and any associated entity from owning multiple casinos in Pennsylvania that would exceed the 1 and 1/3 ownership cap. As reported by the PA Gaming Control Board (PGCB), this provision served its purpose and was effective at ensuring one licensee would not have a monopoly of the casinos in PA. However, over the years, this provision has lost its practicality. This legislation will give the PGCB authority to determine an ownership limit based on the licensee's market share. The Board will continue to make informed licensing decisions, based upon thorough evidentiary record keeping, to provide broad economic opportunities and prevent possible monopolization in the ownership of licensed gaming facilities.
