Subject: Expanding the Dyslexia and Early Intervention Pilot Program
 
In the near future, I plan to introduce legislation that would amend the Public School Code to expand the duration of the Dyslexia and Early Intervention Pilot Program. In 2014, the House and Senate came together to unanimously pass legislation now known as Act 69, which created the Dyslexia and Early Literacy Intervention Pilot Program to define dyslexia and provide early intervention reading support for kindergarten through second grade students.

Eight school districts from across Pennsylvania were selected to participate in the pilot. The pilot’s initial data is encouraging and has brought about the desire to extend this work and the pilot for these school districts for two years.

The extension is designed to show how students who initially began the program in kindergarten will now perform on their 3rd grade PSSA tests. The results of the PSSA should provide more evidence of the pilot’s success at reading intervention and improvement.

In addition, this legislation would move the definition of dyslexia within the Public School Code. Currently, the definition is contained within the pilot program but is only applicable to that section. This would help future efforts to assist students with dyslexia by creating a standard definition for the entirety of the Public School Code.
