MEMORANDUM

Subject: Expanding the Dyslexia and Early Intervention Pilot Program

In the near future, I plan to introduce legislation that would amend the Public School Code to expand the duration of the Dyslexia and Early Intervention Pilot Program. In 2014, the House and Senate came together to unanimously pass legislation now known as Act 69, which created the Dyslexia and Early Literacy Intervention Pilot Program to define dyslexia and provide early intervention reading support for kindergarten through second grade students.

Eight school districts from across Pennsylvania were selected to participate in the pilot. The pilot’s initial data is encouraging and has brought about the desire to extend this work and the pilot for these school districts for two years.

The extension is designed to show how students who initially began the program in kindergarten will now perform on their 3rd grade PSSA tests. The results of the PSSA should provide more evidence of the pilot’s success at reading intervention and improvement.

In addition, this legislation would move the definition of dyslexia within the Public School Code. Currently, the definition is contained within the pilot program but is only applicable to that section. This would help future efforts to assist students with dyslexia by creating a standard definition for the entirety of the Public School Code.

The initial pilot program was cosponsored by Representatives Ryan Bizzarro, Brendan Boyle, Kevin Boyle, Tim Briggs, Vanessa Brown, Thomas Caltagirone, James Clay, Mark Cohen, Angel Cruz, Mary Jo Daley, Peter Daley, Margo Davidson, Tina Davis, Madeleine Dean, Anthony DeLuca, Gordon Denlinger, Gene DiGirolamo, Maria Donatucci, Frank Farina, Marty Flynn, Dan Frankel, Robert Freeman, Jaret Gibbons, Mauree Gingrich, Robert Godshall, Glen Grell, Kevin Haggerty, Ted Harhai, Patrick Harkins, Jordan Harris, Doyle Heffley, Sid Michaels Kavulich, William Keller, Patty Kim, Bill Kortz, Nick Kotik, Kurt Masser, Rob Matzie, Mike McGeehan, Nick Miccarelli, Nicholas Micozzie, David Millard, Duane Milne, Rick Mirabito, Gerald Mullery, Phyllis Mundy, Thomas Murt, Brandon Neuman, Michael O'Brien, Bernie O'Neill, Mark Painter, Cherelle Parker, Eddie Day Pashinski, John Payne, Scott Petri, Tina Pickett, Marguerite Quinn, Harry Readshaw, James Roebuck, Mark Rozzi, John Sabatina, Chris Sainato, Steve Santarsiero, Kevin Schreiber, Brian Sims, Pam Snyder, RoseMarie Swanger, John Taylor, W. Curtis Thomas, Rosita Youngblood.

Please join me along with Senator Robert Tomlinson in cosponsoring this legislation to extend the pilot program as we continue to work towards providing students with greater resources for dyslexia and early reading intervention.
