Subject: Improving Firearms Background Checks in PA Making Us Eligible for Federal Grants
 

I will be introducing legislation to improve our firearms background check system in Pennsylvania which will make us eligible for federal grants established in the NICS Improvement Amendments Act which was passed by Congress and signed into law by President Bush following the 2007 tragic shooting at Virginia Tech University.

This legislation will require the Pennsylvania State Police to transmit to NICS, the national background check database, information about individuals prohibited from possessing firearms due to mental health issues (this was the substance of HB 1498 of 2015-2016 which passed the House unanimously 195-0). Additionally, my legislation will provide due process for those who have been disqualified from possessing firearms by providing an opportunity for judicial review to have those firearms rights restored.

These two provisions will improve our firearms background check system in Pennsylvania and bring Pennsylvania into compliance with the federal NICS Improvement Amendments Act making us eligible for federal grants as provided for in the Act.
