Subject: Elimination of Double Taxation
 
According to organizations such as the Tax Foundation, the Commonwealth of Pennsylvania has the 8th highest wireless tax in the nation while having the 15th highest state and local tax burden. As a result of this uncompetitive tax system, the state has ranked near the bottom, among other states, for job creation. One of the reasons for this poor record on economic growth is due to the number of times Pennsylvanians pay multiple taxes on the same product, item or income.

An example of this fact comes from the fact under state law; the Commonwealth levies a gross receipt tax on certain products which companies pass onto consumers. At the same time the state levies a sales tax on the product. Effectively, on certain products, Pennsylvanians are paying a higher sales tax because they are already paying for the cost of another tax levied by the state on the product.

In order to address this problem, I plan to introduce legislation in the near future which would prevent the state from levying a sales tax on any product which is subject to the gross receipt tax. This being said, recognizing the current fiscal situation of the commonwealth these changes would not take effect until the 2018.
